Major Misato Katsuragi is effectively the commander of operations at the headquarters of NERV in Tokyo-3 and is the direct commander of all of the Eva pilots. She projects an air of casual hedonism off-duty and does her best to seem friendly and approachable, though this is in part a cover for her abuse of alcohol and the fact that she does not have her personal life together at all. Before the arrival of Shinji Ikari, her apartment is a complete mess, covered in beer cans and she relies entirely on instant foods and take out for sustenance. Despite this, in her professional life she's completely put together and professional.

She is a control freak, completely consumed by her desire to fight the angels, in part because of her complicated feelings surrounding her father, to whom she is grateful for saving her life but whom she also hates for continually neglecting her and her mother for his work. She is described as "[living] life so lightly as to barely allow the possibility of human touch" by series director Hideaki Anno. She keeps others at arm's length and struggles with intimacy, despite being flirtatious and charming. Most, if not all of her energy is poured into her work.

Despite her flaws, she does her best to be a motherly figure to the two pilots who live with her, Asuka and Shinji, but fails largely because she is incapable of forming deeper connections with them, largely out of her own fear of vulnerability and her need to continue ordering them into mortal peril. She is accused of 'playing house' and really, it's quite accurate. Despite being protective of her pilot's lives and stating her desire to keep them alive, she still is unable to properly protect either of them from the dangers of fighting the Angels nor does she seem to have ability or wherewithal to try and reach them when they clearly suffer from severe psychological issues and trauma.
